- Add useScrollCollapse composable to track scroll and collapse state
- Update topnav.vue to show collapsed bar with chevron when scrolled
- Add collapse button (chevron up) to SubNavigation
- Make SubNavigation sticky below MainNavigation
- Update CatalogPage map/searchbar positions based on header state
